Consensus...? Is what I'm guessing you're asking, but it's what governments do to take account of how many people live where, and with who, except this one is like a general consensus on the state of what people think.

For all intensive purposes, during the server's peak, IC and OOC chatter is rather healthy and both tools promote good roleplay (since OOC can be a useful tool for better explaining what the parties want to accomplish during their interactions). The issue spawns when rambunctious parties form during times when their is either A: no admin present or B: no admin caring. These rambunctious parties (consider them your loathed RDMers and unlawful CKers) are the main source of abuse in regards to OOC usage. A random, totally non-specific example, would be a nordic character (or characters) entering a town and preceding to interact in a toxic manner through both IC and OOC means. Whether it be IC ignorance accompanied by OOC insults and toxicities or simply unreasonable accusations/assertions, these are the parties responsible for OOC communication being viewed as a unhealthy tool for role-play.
So what does this mean? Is there a simple answer to this issue? Well...no, there is no simple "3-step process" to build a strong role-play community. But I think the majority of us veteran role-players understand that IN and OOC interactions are both meaningful tools of engagement when used correctly. I'd like to continue with a unoriginal rant on what I propose to improve the community, but I fear I've digressed enough.
TLDR: OOC can be a great tool for hardcore role-play if used properly. I think it's fine as it is when the healthy "core" of this community is online, but is abused by certain groups and individuals that could care less about meaningful role-play..

I've been noticing heated arguments and such, I want to see if it stems from IC roots or OOC roots and how to solve those problems accordingly, really.
The shit-throwing, trash talking, and generic flaming between people can get out of hand sometimes.
And Alucard, that's a very deep understanding of roleplay, those are the kind of opinions I kinda' want to gather just so I can get a better grasp on where these problems start, precisely, because usually it's all about this:
"He said we said in OOC we'd kill him!"
"I said they said in IC they'd kill me!"
"WAH!"

Shit talking usually starts with one or so people claiming one thing to be fact when it is utterly wrong or only half right at best. The other side knowing they are right or just thinking they are fires back. Example might be someone claiming their intelligence is being insulted when they argue that Marshal was not a high rank for anything in medieval days and instead argues that it is in fact spelled "Marshall". en.wikipedia.org/wiki/Marshal_of_France en.wikipedia.org/wiki/Marshall_(name)Perhaps this situation rings a bell with someone?

Ah. That clears it up.
In that case, I can tell you that this is a difficult question to answer. Generally, OOC insults and crying will stem from IC scenes (See Crazed and Turducken). Other times, people will have their OOC friends hate on people. (See getemgladiator and jhouxoi).
It varies from fight to fight.

Well as always context is important. In this situation I was saying my previous rank of Captain fit better and that Marshal made it seem like I'm a lot higher than I really am. You said Captain is lower than Marshal well from the link you gave me yourself: "William Marshal, 1st Earl of Pembroke, rose from obscurity due to his courage and skill as a knight, and he served four kings, ultimately becoming one of the most powerful men in Europe. Before him, the hereditary title of "marshal" designated the head of household security for the King of England; however, by the time he died in 1219, people throughout Europe (not just England) referred to William Marshal simply as "the marshal"." That is the kind of example I meant. As for the OOC as long as there is no meta gaming in global or at all rather than I have no issue with it. As long as both sides remain calm and civil all while actually listening to each other instead of doing this:
